The Research On Our Vegetable Export Responding To SPS

Sanitary and Phytosanitary (SPS) measure are those technical trade measures which are closely related with risk of food safety, health of the animals and plants and the environmental security. It is used for standardizing the quarantine measure of the animals and plants of member states and game rule of the international trade behavior under WTO frame too. Recently, Chinese vegetable export encounters the technical measure frequently, and the hygiene and security problem is the most main reason. This forms the stern challenge to the present sustaining development of Chinese vegetable industry and the export trade.Firstly, this article, based on the foundation of the domestic and foreign scholars research results about SPS measure, expounds the SPS measure basic theory, establishes the theory foundation for the following research. Secondly, Analyzing the export status of Chinese vegetable and the overall impact of sps measuers on Chinese vegetable export, this article establishes the theoretical model of the impact of the SPS measure on Chinese vegetable export under the partial equilibrium frame, the conclusion shows: the macro-impact of SPS measure on vegetable export is mainly two kinds of effects, i.e. forbidden and restriction of trade, the impact is different under the prejudice or the non-prejudice SPS measure. Its micro-effect depends on enterprises compliance cost to compare with trade revenue, it is different between short and long-run equilibrium. Thirdly, this article uses the quantitative analysis method, constructs the gravitation model of the impact of the SPS measure on Chinese vegetable export, the conclusion shows: SPS measures counteracts the exports of China's vegetable. Finaly, this article, based on the foundation of inquiring into the reasons, which the Chinese vegetable export encounters the SPS measure frequently, from macro-economy, mid-economy and micro-economy, proposes that we should take the strategy of Chinese vegetable export to deal together, and provides the theory and demonstration basis for consummating the Chinese vegetable safety control system, promoting the Chinese vegetable industry overall quality and the export competitive power, rationally choosing vegetables export multiplication strategy.
