With the implementation of the Agreement On The Application Of Sanitary And Phytosanitary adopted by the Uruguay Round in 1995,SPS notifications from developed countries have become a major obstacle to agricultural exports from developing countries.As a large agricultural country,China's accessed to the WTO in 2002,with the development of productivity,the volume of foreign trade exports has also been increasing.Although tariff barriers are being reduced and non-tariff barriers are rising with the implementation of the SPS measures,new types of NTPs such as SPS and TBT have replaced tariffs as a major barrier to trade.Therefore,it is necessary to study the content and implementation of SPS measures in depth,and to analyze the impact of SPS implementation on China's agricultural export in the light of the current situation and obstruction of China's agricultural export trade.This paper uses the classical supply demand analysis theory to explore the impact of SPS measures on the trade effect of China's agricultural exports and welfare effects.At the same time,in the empirical analysis,it is assumed that the change of price index will affect the consumer surplus,while the SPS measures will also have different degrees of influence on China's agricultural exports in the long-term and short term,draw on the modeling thinking of the gravity model and improve it,convert the static geographical distance into the dynamic economic distance variable,and draw on the previous research on the coefficient of technical trade barriers,quantify the SPS trade barrier,so as to construct the multi-regression model panel,and finally measure the short-term impact of SPS measures on the export of agricultural products in the longterm and short-term.The results show that China is still a developing country,there are still many shortcomings in the response to SPS measures since China's accession to the WTO,and our own SPS measures have not yet been perfected,resulting in short-term and longterm SPS measures have played a role in curbing agricultural exports.It is worth noting that the GDP growth rate of developed countries has been relatively slow,so although the importing country's GDP has a greater pull on China's agricultural exports,but the future is not the main driving force to promote China's agricultural exports,so how to deal with SPS measures to promote China's exports,this has become a topic worth discussing.Finally,according to the above-mentioned research,this paper puts forward the corresponding policy suggestions according to the conclusion of the research,and gives suggestions for the inspection of SPS measures for the export of Agricultural products in China,and at the same time,carries on the corresponding research prospect.
