China's Food Security Situation Analysis And The Improvement Of Control Measures

China's food security involves farmers′income, sustainable development, inflation, and other aspects, and has an enormous impact on many occasions in the history of the people's lives. In recent years the food price fluctuations is obviously, which attracts the community′concern about the food security situation.The content of food security is very rich. It stressed the supply of food security should be "enough", which relates to the supply of quantization, including not only to quantify the number of food varieties but also differential treatment. It also stressed that the supply of food not only to meet the "survival" ,but also to meet the needs of "security", "health", "nutrition", "vitality" needs. Food security stressed that "any time" includes not only the immediate future, but also the future , the circulation and distribution system, food security stressed that "any person", "can buy from and can afford ."This paper firstly studied on China's domestic food production, after have analyzed of the fluctuations in China′food production over the years and the reasons for the causes of these fluctuations, in-depth studied the issues of the fluctuations in China's food, and China's domestic grain production in the future prospects.This paper used the method of a combination of Quantitative and Qualitative to study China's food security situation in a systematic way. I believe that food security is a multi-target system, there are four key factors and two auxiliary factors. Four key factors are that the Government; consumer demand; early warning and control mechanisms; the sustainability of production. Two auxiliary factors are the supportive industries and system operation costs. In the establishment of a food security analysis model, on the basis of food security system and on the basis of related food production fluctuation coefficient, and the per capita share of food, the price of agricultural production materials index, the rate of increase of food prices, the Engel's coefficient, the food reserve rate, and the international grain trade dependency this seven indicators, this paper took a quantitative analysis of food security situation in China. After the comprehensive analysis of all aspects of food security, And unifies myself investigation to analysis our country food security situation .I found that although China's food security is guaranteed but there are also many places to be perfect, especially the sustainability of food security is not optimistic.Research shows that in the history our government have deficiencies in the regulation and control of food production, the problems in the quality and the structure of China's food production have become increasingly prominent, and the future of China's grain production will be subject to many conditions, still existent of many uncertainties.Finally, this paper presents the related recommendations of the perfect means to control. in the short-term regulation aspect,we Must consummate the food security early warning regulation mechanism , optimize the cost of food security and tries to satisfy the different social stratum consumer to the grain demand. in the short-term regulation aspect, government must to Expansion investment and to consummate the medical service, to raise waits persistently the system, increases the insurance, supports and so on.
