Research In Ensuring Food Security Of County Government

"People take food as security,food as safety first." Food has multiple attributes.It is not only a necessity for human survival,but also a special commodity.At the same time,it is an important material that affects the security and stability of a country.Food security is an essential part of ensuring national security.Food security has received great attention all over the world.Under the new era and new situation,our party and state leaders have made many new judgments on the food industry.General Secretary Xi pointed out that we should "ensure the national food security and firmly put the Chinese people’s rice bowl in our own hands",and Premier Li Keqiang also proposed that we should "keep and control the world’s granary".Food security involves grain production,grain circulation,grain reserve,grain supervision,grain emergency and other aspects,involving agriculture,grain,water conservancy,land and other departments,which is a complex and systematic project.How to ensure the national food security and maintain the food market order is a problem that all levels of government should face.B county is located in the main grain producing area in the south central part of Hebei Province.It is a large grain producing county.In recent years,through continuously strengthening the construction of grain circulation supervision and inspection system,it has created the county name cards of the national grain circulation supervision and inspection demonstration county and the provincial advanced grain production county.B Grain Reserve depot is a state-owned grain enterprise at the county level,with large storage capacity and good storage conditions.It stores "Tuoshi" wheat purchased by the state at the lowest purchase price,and provincial wheat and various commodity grains.In recent years,B county ranks first in the assessment of the whole City’s grain security responsibility system.The work of food security and food reserve construction in this county is very representative in Hebei Province.Therefore,this paper takes the food security of B County as the research object,analyzes the current situation and existing problems of food security in this region on the basis of summarizing the research results of other people,and puts forward in-depthanalysis of the reasons and solutions.The policy suggestions in this paper are helpful to ensure the food security of B County,improve the efficiency of food regulation and quality supervision,and provide reference and inspiration for other local governments,especially the county government,to strengthen food regulation and supervision and ensure food securityThis paper introduces the research background firstly,the significance of the topic and the research status at home and abroad,and briefly describes the concepts of food security,food circulation,food regulation and supervision,as well as the theoretical basis of public product theory,Macro-control Theory,government function theory and so on.Secondly,this paper summarizes the current situation of food security in B County of Hebei Province by means of consulting materials and carrying out investigation and research,analyzes the existing problems and causes from the aspects of the reduction of grain area,the failure to establish county-level Grain Reserve,the lack of grain supervision,and the lack of grain legislation.Finally,combined with the actual situation of B County,the specific countermeasures are put forward from the aspects of constantly improving the level of grain production,promoting grain by science and technology,promoting grain by talents,accelerating the legislation of grain security,enriching the grain supervision force,improving the grain quality monitoring system,and improving the public awareness of grain security.
