| Based on analysis of current domestic and foreign situations, and acknowledge on economic and social development characteristics in China, the Central Committee of the CCP 15 sixth sessions planned the mission which builds socialism new countryside. This is significant strategy which party makes from some perspectives such as carring out the scientific development concept, constructing socialism harmonious society, constructing affluent society and speeding up advanced modernization. Under the strategy, every province has implemented related motions. As an agricultural and impoverished province, the new rural reconstruction is of significance for fast 21st century development and comprehensive society progress in Gansu Province. Based on this background, this article "The fundamental model and way on new countryside construction in Gansu Province - - taking Lanzhou City as the example" takes domestic and foreign new rural construction theories as the foundation,and takes Lanzhou city as the study object to discusses results and existing patterns of experiment sites on Lanzhou new rural construction. The goal is putting forward policy suggestions, which are good for agriculture and countryside development and increasing farmers income in Lanzhou City and even Gansu Province.This article has five chapters. Its logic sequence is: First, introducing the research background, goal, significance, method and reviewing correlated theories and practice researchs about domestic and foreign new countryside, which provide the theoric support for constructing pattern and way on Lanzhou new rural construction. Next, through literatures and investigation materials, we use the SWOT Analysis to conclude superiority, weakness, opportunities, threats and six models on Lanzhou new rural construction, profited overseas experience to discuss its improve mental direction. Finally, regarding the new rural reconstruction objective - - promoting development and progress of rural community and its construction goals - - production development, life amplify, custom civilization, village neatly, management democracy to construct the way which suits to the new rural constructions in three counties and five areas in Lanzhou City.These fundamental research conclusions are: Lanzhou City has carried out a series of activities regarding20 municipal experiment sites in three counties and five areas after the new rural construction in 2006. Through the design of indicators system, the quantification of assessment criteria, These experimental sites have displayed radiated and leader roles, realized carriers innovations and institutional innovations, promoted industrial development, caused good phase which the government to guide, the society to assist, the populace to participate the whole city new rural construction. Looking from the construction pattern, Lanzhou City has formed many kinds of patterns such as the industry to link, the capable person to lead, the city to lead, the project to lead, the science and technology to lead, the village traveling to lead. These patterns reflected that Lanzhou has chosen more successful development paths in the new rural construction. But Lanzhou City should study domestic and foreign experiences, promote existing patterns, do corresponding works on management mechanism, financial support, safeguard mechanism, environmental construction. Based on this, when choose the new rural construction pattern, we should not mechanically imitate others or falls into the formalism's zone, but should base own conditions, overall evaluate some factors such as economy, population, position, resources talent, economic development, national policy, should research successful experience to choose paths in the new rural construction, should adjust and transform paths to adapt to new situations. As for these paths, we should not deviate their track, but should construct patterns revolving goals of the new rural construction - - production development, life amplify, custom civilization, village neatly, management democracy. According to the proposed above, we should put forward "the indoctrination, the modernization, the ecology" to ram infrastructure, improve production and living condition, develop rural education and cultural establishment, enlarges village appearance transformation, advance governmental bureaus, and to promote the new rural reconstruction in Lanzhou City. |
