Study On The Coordinate Development Of The Urban And Rural Economy Of Hebei Province

At present, "San-nong Issues" is concerned by the Government and the community much more. Since 2004, the CPC Central Committee and the State Council promulgated consecutively five Central NO.1 Documents to guide the work of "San-nong". It effectively promoted the farmers increase incomes and improved the overall agricultural production capacity, creating a new socialist countryside construction of a new situation. The fact that Hebei Province is a large agricultural province in china decided that "San-nong Issues" is prominent problems which restrict her development. In recent years despite the economic of Hebei Province has markedly developed, but the situation of "in the eastern zone, the central level of economic development," has not changed fundamentally, the gap compared with the developed provinces also have not reduced. The pace of development of some central and western provinces is faster than Hebei Province's. So it is great realistic significant to study on the coordinate development of the urban and rural economy of Hebei Province.This paper tries to build the evaluation system of the coordinated economic development of the urban and rural for government decision-making. Based on the construction of the evaluation system and the analysis of the fact of economic development we discussed the problems of the development between the urban and rural, the causes of the problem, using the qualitative and quantitative methods, and gave some proposals to solve them.First, we looked for the main problem between the urban and rural by the construction of the evaluation system. In order to effectively contrast the economic development levels between urban and rural areas, industrial and agricultural, the relative indicators were used mainly to study. After the screening of the large number of indicators, "development foundation" and "standard of living" and "public goods", "development funds", "quality of the population", "sustainability" indicators and so on, six categories which includes 31 indicators was used to analysis. Secondly, We used historical data to analysis the differences between urban and rural areas from seven areas, which is "intensity of the urban and rural structure", "the income of urban and rural residents", "consumption of urban and rural residents", "urban and rural market development", "urban and rural development funding", "urban and rural development of human capital situation", "urbanization and industrialization of coordination ", and so on. Thirdly, this article select the cross-section of the 2006 data of 11 cities in Hebei Province as study objects, comparing and analyzing the coordinated development of urban and rural areas around the cities in Hebei province. Finally, the relevant policy recommendations were made based on the foregoing contents.
