The Basic Evaluation And Implementation Path Of The Modern Urban Agriculture In Hebei Under The Background Of Urban And Rural Overall Planning

The term “urban agriculture” first appeared in the Japanese Newspaper ? the Osaka Prefecture Peasant Association?in 1930.Because of its different causes,development patterns and manifestations in different countries,it has aroused extensive discussion by scholars at home and abroad.Since the 1980 s,with the continuous progress of urban-rural co-ordination,the form of urban agriculture began to appear in some areas of China,and has gradually made vigorous development.At present,the research on urban agriculture is in the ascendant.However,the definition of “modern urban agriculture” has not been unified.Through sorting out and studying the domestic and foreign experts on urban agriculture research results and the development of urban agriculture at home and abroad case study,this paper thinks that urban agriculture is a kind of agricultural organization form of dynamic evolution,it should be understood in the context of industrialization,whose connotation and extension are constantly changing and upgrading in different stages of industrialization.“Modern urban agriculture” is an advanced form of urban agriculture development after the middle stage of industrialization.Based on the investigation of the history and current situation of urban agriculture in Hebei Province,adopting the method of multivariate statistics,this paper selects 20 indexes from four aspects: comprehensive agricultural production level,emerging agricultural development production level,agricultural ecological development production level,agricultural social development level,and constructs an index system for urban agricultural development,and then probes into the development path of modern urban agriculture in Hebei Province from two aspects of prospect planning and safeguard measures.Based on the relevant data from 2015 to 2019,this paper evaluates the basic capacity of the development of modern urban agriculture in Hebei Province by using AHP,and then draws a conclusion: although the modern urban agriculture in Hebei Province has made rapid development in recent years,it is still in the underdeveloped stage nationwide.In particular,there are still difficulties and problems in the fields of agricultural transformation and upgrading,the development of new industries,scientific and technological innovation,green agriculture and the shaping of brand agriculture.Finally,on the basis of problem analysis,Combining with the investigation of the basic conditions of the development of modern urban agriculture in Hebei Province,this paper puts forward countermeasures and suggestions from the aspects of factor input guarantee,infrastructure construction,science and technology and talent support,To explore the development path and mode suitable for Hebei Province.
