Research On The Rural Human Capital Development Of Xiaolangdi Reservoir Migrations

Massive water conservancy engineering have been built after the born of People's Republic of China, and caused large-scale of reservoir resettlement problems. Xiaolangdi reservoir is one of the national significant projects, which is the second-largest hydro-power engineering, just behind the Sanxia water conservancy, and there are about 200,000 migrations need to be resettled by this great project. Xiaolangdi rural reservoir migrations are typical for its large quantity and low quality. Research on Human Capital Development of Rural Dam Migrations of Xiaolangdi reservoir is of instructional significance for other projects which maybe also caused large-scale migrations henceforward, and can be used for reference for their migrations' resettlement and development and utilize their human resources in reason. Through this research on Human Capital Development of Rural Dam Migrations of Xiaolangdi reservoir, this paper educed some conclusion as follow:Firstly, through analyzing the quantity and quality characteristics of the rural migrations, it is concluded that the dam migrations of Xiaolangdi reservoir is large-scale, excessive-quantity, low-educated and inferior-quality. At the same time, the author analyzed the investment to develop human capital of Xiaolangdi rural migrations. It is showed that the money invested to development of human capital is just a little, and the demand of developing human capital cannot be satisfied.Secondly, Human capital development of Xiaolangdi reservoir migration is the requirement of improving the product and life level of rural dam migrations, is crucial for increasing the physical quality, is necessary for labor mobility and district economic development, is needs of maintain social stability.Thirdly, The author builds the evaluatement index system at first,and then releases the main content of rural dam migration human capital develpoment, including ensuring basic education and creating new model of education, improving the skill quality of dam migrations, increasing the healthy standard, psychological leading, guiding the rural labors to ease trouble caused by surplus labors of migrations and so on.Fourthly, human capital of rural dam migration needs to be scientific, independent. The investment subjects should to be diversified. Some policies should be set down. Social security system of dam migration should be built to contribute to development of local economy and society.
