Currently, Chongqing has made great achievements in economic construction, traditional agriculture has made rapid development also, but the gap between urban and rural areas of Chongqing can not be optimistic about the status quo. Chongqing has the typical characteristics of a dual economy, urban industrial economy and the coexistence of the traditional agricultural economy, "cities with large rural" characteristics. In recent years, the Chongqing-scale labor migration has expanded each year and has continued to widen the gap between urban and rural areas. The gap between urban and rural areas of the adverse effects of economic development has attracted wide attention, the state authorities attach great importance to the establishment of Chongqing in 2007 to co-ordinate a comprehensive set of reforms in urban and rural areas marked by the pilot area, has opened a new chapter in co-ordinating urban and rural development. New growth theory that human capital is the decision of the modern elements of economic growth, so investment in human capital from the difference between urban and rural areas and rural point of view of human capital spillovers, research gaps in urban and rural areas of Chongqing, an important practical significance.In this paper, in-depth study of related literature on the basis of the relevant use of econometric tools, 1985-2007 Chongqing investment in human capital in rural areas and urban-rural gap and its spill-over of the relationship between the empirical analysis, and investment in physical capital and the urban-rural differences impact compared to the actual combination of Chongqing, the urban and rural development, building a harmonious society of reasonable policy recommendations. Quantitative Analysis in the methods, indicators and data there are some shortcomings, this article may result in some lack of quantitative analysis.The main contents of this paper include:1, The status and the reasons of the urban-rural gap in Chongqing2, Investment in human capital in rural areas of Chongqing and its spill-over status quo3, Empirical analysis of investment in human capital in rural areas of Chongqing and its spillover impact on the urban-rural gap 4, Combined with practical in Chongqing, the development of the rural economy and narrow the gap between town and a reasonable policy recommendationsThe main conclusions of this paper is:1, The gap between urban and rural areas is inevitable, but should be kept within reasonable limits, otherwise the negative socio-economic development. Policy and institutional barriers to the development of urban and rural differences in initial economic conditions and market forces is the gap between urban and rural areas of Chongqing's main reason for continuing to expand.2, Chongqing, mainly in rural areas as human capital spillovers, the city is mainly expressed in human capital within the overflow, resulting in huge social losses in rural areas should be explored for the specific situation of Chongqing, the road to labor.3, Chongqing, the expansion of the gap between urban and rural investment led to the expansion of the gap between urban and rural areas of Chongqing, and physical capital investment compared to investment in human capital differences between urban and rural change in the gap between urban and rural areas of Chongqing, a greater change.4, The essence of building a harmonious society is to enable every member of society to share the fruits of socio-economic development, but a long way to go in Chongqing, the Government should give full play to the role of macro-control and wide-ranging efforts to improve the rural human capital, develop the rural economy, co-ordination lay the foundation for urban and rural development.
