The main character of the economic improvement and the agriculture revolution in developing country is the rural labor force transfer from agriculture to not agriculture, from rural to city. Because of the history, there is large of rural surplus labor force in China. The transfer of the labor correlate with his quality, so the Sunshine Work, shortened from the sunshine work of the transfer training of the rural labor force, was put in practice in 2004 to improve the transfer of the rural labor force and increase its income. Chongqing, which has the economic character of big city and big country, actualize the work of the transfer and employment of million rural labor force at the same time. Three gorges reservoir area mainly represent the big county of Chongqing,, so the rural surplus labor force of Chongqing mainly centralizes in three gorges reservoir area. Wanzhou, which is in reservoir area, has accumulated richness experience of the transfer training of the rural labor force.The mechanism of the human capital investment (work training) of the rural labor force in reservoir area is studied, based on above settings and the character that some of the farmers are transmigrants at the same time.First, the theory of the human capital investment is discussed. It includes the character and function of human capital, the investment of human capital and its character, the recapitulation of the correlation theory. It can be concluded by the discussion, that the rural surplus labor force of Chongqing mainly centralizes in three gorges reservoir area, the earning ,which is got by the transferred rural surplus labor force in three gorges reservoir area, is the main part of the increasing earning and the proportion of the rural labor force in reservoir area descend, but the transfer is lag.Then, the author studies on the number and the quality of the rural surplus labor force in reservoir area. The effect and character of the transfer of the rural surplus labor force in reservoir area is discussed. The connection between the transfer and the investment of human capital is explained.Last, the mechanism of the human capital investment (work training) of the rural labor force in reservoir area is discussed based on the overseas and home experiences, the survey result.
