Since our country joined into the WTO, foreign major Petroleum companies has accessed to Chinese market. Every important Petroleum Company unfolded fierce competition through various channels to our petroleum marketplace. Meanwhile, The Chinese petroleum and chemical and Chinese petroleum, as our country two important petroleum companies, they are confronted with brand-new outside environment of competition, which include gradually mature consumer and oil lingering in high position many years price, this definitely brings big and powerful competition pressure to Chinese petroleum enterprise, especially the middle petroleum and chemical sells plate. as the Sinopec-owned large-scale state-owned enterprises, China's Liaoning Petrochemical sales (hereinafter referred to as the company Liaoning), only adapt to the environment at home and abroad and the changes in the market with a positive attitude, to re-examine their operations with global economic integration perspective, to pursuit the competitive advantage in international division of labor and cooperation, to seize the development opportunity and to win greater development.The article sets off from strategy analysis ,it have applied PEST and SWOT theory to analyze the fact that macro-environment, micro-environment, industry situation and main business of the company in Liaoning's ,it cleared opportunities and threats that the company must face in the future. Meanwhile, it analyzed the advantage and the existence inferior position that enterprise owns. On this basis, the enterprises have developed a three-step development strategy, and formulate main measure and strategy for the company business development and measures to control the implementation of the strategy.
