Research On The Development Strategy Of Nanjing Informatization Investment Holding Co.,LTD

In the development process from 12 th Five-Year Plan to 13 th Five-Year Plan,smart city construction in Nanjing is faced with the transformation from city management to digital governance and digital service.As the country's leading investment holding company in the area of informatization,Nanjing Information Technology Investment Holding co.,LTD(Nanjing IIHC,for short)is responsible for the construction and maintain for the project of Smart Nanjing under the leadership of Municipal Party Committee and government in Nanjing.In order to accomplish the important tasks in 13 th Five-Year Plan,Nanjing IIHC needs to innovate,formulate adaptive development strategies,adjust investment distribution urgently.According to strategy management stage model,future development strategy research for Nanjing IIHC is carried out by strategy analysis,strategy design and strategy implementation sequentially.Firstly,as the development of Nanjing IIHC is challenged by Smart Nanjing construction,this study conducts a SWOT analysis on the company to summary its strengths,weaknesses,opportunities and threats for under this background.Secondly,the mission and vision of the company is refined based on the SWOT analysis,and “1234 strategy guideline” is proposed.Then this research divides strategy process into two gradual sub-processes: power-accumulated sub-process and high-development sub-process,formulates strategic targets system including aspects of financial benefit,market expansion,brand building,human resource,internal management and enterprise culture,and determines suitable developing path in the future for each type of business activity(including key business,developing business,and concerned business)based on its different position.Finally,this paper proposes safeguards of implementing strategies from four different aspects of organizational structure,human resource,enterprise culture and capital operation based on the strategic targets system.This study not only has direct effects on keeping robust and high-speed development in the future for Nanjing IIHC that is faced with future demand of smart city construction,but also has significant values for informatizationcompanies in the same industry that are responsible for constructing smart cities in the form of PPP,helping them to determine the key tasks of smart city construction and design development strategy and safeguards of implementing strategies based on their own circumstances.
