| Construction project post-evaluation is the entirely analysis about the project purpose, implement course, profit, effect and influence after it's accomplishment and in operation for a while. The aim is to summarize the experience and lessons and feedback timely and efficiently which will supply the service for project perfection, in-building project adjustment and new project guide.After simply indicating the theories and methods of the post-evaluation, based on the principles of independence, science, practice, transparence and feedback, the article presents the post-evaluation of Teshi Super Heavy Oil Pipelines Project based on the scientific ration and qualitative analysis by using compare method(fore and after; presence),logic frame method selected among all post-evaluation methods. The article focuses on the post-evaluation of the implement course by evaluating the decision, project design, construct management etc; and the post-evaluation of the project implement effect based on economy implement condition, investment and implement condition, economy profit analysis, conclusion of the effect and continuity.Finally by general evaluation to the pre-work, economy profit and effect, continuity, the article analyses and summarizes the experience of the Teshi Super Heavy Pipelines Project: carrying out project management makes liability fulfilled strictly; optimizing engineering design makes investment economic; engineering quality must be ensured ; practical and innovation are essential. It provides valuable experience in long distance transportation of super heavy oil .The research also provides important instructions to improve similar project decision-making, project implement and operation management level, to use the fund more reasonably, to improve investment proceeds and to make more related policies . The article also summarizes the lessons and problems and gives the relative suggestions. |
