Research On The Present Development Situation And Countermeasures Of Engineering Supervision Industry In Jiangxi Province

The implementation of the construction project supervision system is a major reform in the field of construction, which it introduces the construction supervision unit as intermediary services between artificial person of the project and the contractor. There is the link in the form of economic contract formed between artificial person of the project and the contractor, between artificial person of the project and the supervision unit, and this is a new construction project management movement system which is restricted, cooperated and promoted mutually for the purpose of improving the project quality and the construction level. Through introducing the Construction Supervision, China's construction project management system starts the development towards socialized, specialized and standardized management pattern.In recent years, JiangXi Province construction supervision industry has had a very good development momentum and achieved very good results. But because of the old construction project management system, the fuzzy relationship between construction project supervision system and quality supervision, the imperfect regulations of project construction supervision, the unsound supervision and guidance mechanism, the unclear understanding to the function and significance of project construction supervision and the own quality of supervision engineers and other reasons, they result the development of the project construction supervision industry in Jiangxi Province being affected. Based on the theory of public policy, public administrative management theory and public economics theory, embarked from the general principles of government regulation, the thesis has analyzed the issues focusing on the functions of supervision enterprises in Jiangxi Province, the impacts of government acts on the industry, the tender of supervision, the fee of supervision services, the supervision personnel and other issues, and found out the main problems affecting the healthy development of supervision industry in Jiangxi province and as well categorized the found problems to government administrative management and enterprise in two aspects. On these bases, the thesis has proposed solutions to the problems to supervision enterprise and government administrative departments. On one hand, the supervision enterprise needs to have a careful analysis of its own Characteristics and to do a good job in positioning the development of the enterprise, to strengthen human resources management of the supervision enterprise, to build the core competitiveness of the enterprise. On the other hand, the government administrative department needs to unify the construction market, to do the amendments to regulations of supervision enterprises in quality management, to strengthen the dynamic monitoring to the supervision enterprise, to reform the means of supervision bidding, to perfect the way of supervision engineer examination, to rectify and to standardize supervision market, and finally to promote the development of the supervision industry in Jiangxi Province healthily, orderly and harmoniously.
