A Study On Comprehensive Budget Management For Hongdu Aviation Industry Group

The principle of the comprehensive budget management has been very mature. Being the core management mechanism of the Industrial and commercial Enterprises abroad, it is completely developed and applied. However, the comprehensive budget management in our country is still staged in a starting step. Its principle has not gone deep into the public. In the meantime, the discrepancy between the theory and actual becomes a question worthy of study and discussion for many enterprises, especially for state-owned enterprises in terms of how to effectively implement the comprehensive budget management and how to play an effective part.The article introduced the overview of Hongdu Industry Group and then stated the basic theory of the comprehensive budget management. Under the guidance of design theory for a completely new comprehensive budget management project, by using a systematic project principle and setting up six systems of well organization, regulation, responsibility, work, monitoring and evaluation so as to build up a harmony and interactive incorporate budget management system, the issues existing in the comprehensive budget management of the enterprises are solved. This will be taken as a breakthrough to completely promote enterprise management level for healthy and sustainable development of the enterprises and establish a budget management structure and implementation structure with combination of six systems.
