Who Supplies The Public Goods In Rural China

The rural public goods supply is the main constituted part of the productivity in the countryside, which keeps sustainable development of the economics and society. With the development of the economics in the countryside and the improvement of people' living standard, people's demands of the public goods are increasing, so it needs the nation to enlarge the supply of rural public goods objectively. However, for a long time, there are so many problems in main parts of the rural public goods, such as dislocation between the primary and secondary, vague duties, unclear levels, poor co-ordination and lack in supply, which caused the lack of the rural public goods seriously. Rural tax and free form, especially cancle agricultural tax completely, change strategicly from the system of self-supply by farmers to the system of nation supply. So the center of the "Three-dimensional rural issues" is the supply of rural public goods ,and the key of solving the problem is to answer the question "who will supply the rural public goods", that is the main structure of the supply bodies. It was included the choice of the rural supply of the main issues, liability issues, and the powers of an effective incentive, as well as the coordination problems of relationship between them.Based on the supplying of public goods in rural areas from literature, first of all, take an administrative villages in Jiangsu Province as an example, this article analyses the rural infrastructure, public health, education, social security and other problems of public goods supply .And the reasons for the problem. Based on analyzing the present condition, the article elaborated the history of main supply of public goods in rural areas, summed up the main characteristics and problems of the rural public goods during various periods .The paper then analyzed the main characteristics of the supply of public goods in rural areas in-depth, studied all the main supply relationships between the game. The results showed that the main supply of public goods in rural areas such as government, village-level organizations, farmers, etc., as "rational economic man" is usually pursue their own interests to maximize, and their goal orientation showed the diversity of different levels ,so it determined its different behavior in supply of rural public goods.. So we should supply the cooperation of the main acts and different interests. in accordance with the "incentive compatibility, the balance of interests" principle. Finally, from strengthening the government position of the main supply, establishing and perfecting the prompting mechanism of the government, reconstructing democracy system of foundation level, improving some related measures, the paper studied the methods to supply rural public goods efficiently and point out "cooperation between the Government and the people" is the only way to construct the main supply of public goods in rural areas, solve the difficult supply problems of rural public goods, and build a new socialist countryside.
