Based On The Perspective Of Public Goods The Supply Of Rural Road In China

For the rural area，the public goods of rural is prerequisite and basis to existenceand development of itself. Its quality and quantity of supply is also to be one of theimportant signs to measure of rural civilization and progress. But to many rural publicgoods, they are belong to pure ones from their nature, and have very important role inthe process of the development of rural economy. Traditional theory thinks, Thegovernment must bear one of the responsibility of public goods supply,but entering thenineteen eighties, Some of the rural public goods in the supply in the process ofgradually introduced market competition under the influence of “new publicmanagement” theory,this leads rural public goods was originally a single by thegovernment supply system gradually evolved into a plurality of supply main bodypattern.Take the rural pure public goods as the object of study and use of supply theory ofpublic goods, analsizing of the basic problems of rural public goods supply, around thetheory method. Using case study method and taking the typical characteristics of publicgoods of Chongqing rural road supply as an example, also With South Korea and Japanin rural road supply process experience. So I detailed analysis the current dilemma inprocess of Chongqing rural public goods supply, and analsized of the reasons for theformation of the dilemma, this put forward to perfect the countermeasure of Chongqingrural public goods supply：Firstly, we must eliminate misconceptions of our thought, and make clear the maininvestment body of rural highway construction from the system;Secondly, we must increase the investment strength of rural road product;Thirdly，we must build the lasting effect mechanism of capital supply to ruralhighway and must explore the diversified financing channels；Fourth，we must reformthe maintenance management system of rural road；Fifth，we must build and perfect maintenance management and assessment oflong-term mechanism to rural highway；Sixth，we must change the supply and decisionprocedure of from top to bottom to rural highway public goods and build the twodimensional supply and decision mechanism to rural road；Seventh，we must pay attention to zoology and culture protection，and launchwidely masses to participate in construction and maintenance of rural highway and so on.This paper is divided into seven parts and mainly includes:①Introduction;②The domestic and foreign study on rural public goods supply situation；③the summaryon theory of rural public goods；④The current situation and problem analysis on ruralpublic goods——Taking Chongqing rural roads for example；⑤The research of ruralroad supply experience on South Korea and Japan；⑥A few suggestions about ruralroad public goods supply to Chongqing；⑦The conclusion and further researchproblems about the rural road supply.
