Corporate culture is the combination of the values and behavior patterns in an enterprise, which are obtained through the process of external adaption and internal integration in a certain period of time.Corporate culture has the functions of guidance, cohesion, motivation, restriction, education, maintenance, normalization and radiation. The full play of these functions will create a high quality, strong cultural atmosphere. In such a benign and good atmosphere, the interpersonal relationship will be harmonic, the internal transaction costs low, the internal friction small and the working efficiency high. Therefore, the emploees will be full of pride and ownership, which encourage them to work spontaneously, consciously and creatively. Management system, capital equipment, market conditions and the other "hard power" are important, but in the end they must be dominated by the ideological concepts of human operation. On the meanwhile, the corporate culture as a kind of "soft power" could substantially elevate the human spiritual factors into a tremendous material force, which can be ultimately reflected in improving and enhancing the operating performance of the enterprises.The intrinsic link between the corporate culture and business performance has also been proved by the empirical research. U.S. famous professor John Scott from Harvard Business School said, "Certain types of corporate culture will certainly promote the long-term business growth in operating results, while others will weaken the long-term business growth." He and his collaborators studied the recent years' development conditions of nearly 200 U.S. companies, and drew the conclusion that only the corporate culture that is fit for the cultural environment is a good and effective one. The more adaptive is the corporate culture, the stronger the business performance effect of the enterprise will be.For Boshan Mobile corporate culture,the paper has evaluated its history,redesigned its new values,pointed out its routines,suggested its new ways.The paper's innovation lies in its empirical research and its quantitative approach.In view of this, in the paper a combined method using both the quantitative (Denison organizational culture measurement model) and qualitative (questionnaires and interviews) approaches is proposed to assess, evaluate and diagnose the corporate culture of Boshan Mobile wholly. On the basis of carding its high quality, good performance and excellent culture genes, more emphasis and greater passion were explored to discuss and analyze the deep-seated problems, deficiencies and shortcomings existed in the construction of corporate culture. In addition, by absorbing the essence of culture construction and management experience from the latest achievements and successful paradigms within and outside the industries, a new development direction and construction model is further pointed out for Boshan Mobile corporate culture in order to adapt to the current internal and external environments. It will ultimately push the enterprise to bid farewell to the low ebb and see the operating performance improve significantly in the near future.More than that, the management difficulties and development bottleneck that Boshan Mobile is facing have also a certain degree of universality to all the grass-rooted China Mobile enterprises. The process, method and content used in the research, analysis and deconstruction of Boshan Mobile corporate culture will have very positive learning and reference value to the other enterprises, especially for the county and district level mobile companies in China.
