Informatization is a big trend of economic and social development in the world today and the "information will drive the development of modern water conservancy" is the strategic decision of Ministry of Water Resources.The development of irrigation management information is an important measure that pushes the modernization and standardization of irrigation district in China,and it can achieve an automatic and networked irrigation management.With the rapid development of information technology,information processing is transforming artificiality into computer.Irrigation management demands a higher information transmission speed and reliability,and the efficient and reliable irrigation information systerm,supported by computer,becomes a requirement of development.GIS—WebGIS,combining with WWW,appears with the rapid development of distributed computing technology,object-oriented structural member technology,network technology and the growing popularity of Internet in daily life and is fast becoming the most important direction of GIS's development.It is of great practical significance to develop irrigation information project and achieve openness,share and time effort of irrigation by using network,databases and GIS,and it is an important direction of the present GIS in water conservancy.Setting the "scientific concept of development"as guiding ideology,seeing "do according to the water" as principle,regarding Baoji Gorge Irrigation Region as the object of study economic water consumption decision support system based on WebGIS is established under the serious situation of the shortage of water resource of the word which will achieve the digital and information management,get the best economic benefit,social benefit and ecological environment benefit of the agricultural production in irrigation region,set a resource-saving environment-friendly irrigation region and finally achieve the sustainable utilization and sustainable development of water resources in irrigation region.The paper bring forward the irrigation management system on economic water consumption model and build an application management system platform on basis of WebGIS by making an intensive study and analysis of existing problems and insufficiencies on informatization,management methods and irrigation system according to the actual conditions of Baoji Gorge irrigation district.The system construction can generally be divided into three stages—design,data processing,development. The main conclusion of the research in three different stages are as follows:(1) design stage.ESRI's ArclMS is selected as development platform by comparing WebGIS software technique,making a deep study of WebGIS's architecture implementation technique and related knowledge.The B/S three-tier architecture models including show layer,transaction logical layer and data storage form framework of the system.On the framework of the system there is a detailed and overall design for system's functional module,and digital irrigation modules together with optimization of water consumption are the core of the system function design.In connection with the design of economic water optimization model,applying the method and theory of multi-objective optimization and method of factor weighting which is in operational research and ekistics,this passage arrives at the best allocation solution of water resources,at the same time,it implements the three win-win developmental patten of economic,social and ecological benefits under the digitzing supervisor mode of Baoji Gorge Irrigation District.(2) data processing stage.Against spatial data,after the vector stratified,hierarchical organization and management point elements,linear elements and surface-like elements in accordance with the type of map elements,it finally completes the digital processing of Baoji Gorge Irrigation District geospatial data under the unified coordinate system.At the same time,attribute data and multimedia data are collected,trimed,coded and normalized.It prepares well for the establishiment of system database in the next step.Through statistics and analysis on water supply and demand of the historical data of Baoji Gorge Irrigation District and the use of grey forecasting methods,the passage establishes a water supply real-time updates prediction model Baoji Gorge Irrigation District,in order to provide a scientific basis to quantify for the future work of the planning and deployment.(3) system development stage.Feasibility analysis and user demand analysis are tested according to the thinking of software engineering.And some claims are raising on the principles and methods of system design.The ArcSDE space database engine and the Microsoft SQL Server2005 database software build the system database.As a middleware ArcSDE is responsible for the invoking and storage of spatial data,While SQL server2005 database system is responsible for the storage and management of spatial data and attribute data.Thus it can manage the spatial data and attribute data in a unified relation table and give the maximum guarantee of the integrity of space entities.The system uses the Visual Studio 2005 as the development circumstance of the whole system and use the C# as the main development language,and other aid soft wares and language environment that used in the course of development are ArcGIS9.2,PhotoshopCS,CorelDraw12,FlashMX2004, FrontPage2003,HTML,JavaScript,SQL and so on.After the accomplishment of the system development each functional module was debugged and all systems are going well.The establishment of this system provides a speedy,visual and effective mean for the management,planning and decision of Baoji George Irrigation Region.And it has some theorical and practical values for pushing the data information share,development and use in the resources sector.
