The third plenary session of the 16th central committee proposed five overall plans in explicit terms, which put the overall plan for urban and rural development top. Marxism, western neoclassicism, and development economics touch upon its essence and contents thoroughly from different prospectives. At present, china marches into the middle period of industrialization, experiencing the developing time of promoting agriculture by industry and the countryside by cities. The process of industrialization, urbanization and comprehensive construction of a comfortable society will witness transformation of the mode of production and way of living. With a view to the decisive power of production mode on people's living way, fundamental transformation from traditional production modes to modern ones should prevail in the process of overall development in urban and rural areas, which is accompanied by adjusting and upgrading industrial structures.That is to say, the overall development of rural and urban areas depends on the realization of coordinating development of rural and urban industry, which promotes urbanization development. Moreover, shortage of the gap between rural and urban development counts on improvement of industry and economic power, only by which can the overall development of urban and rural areas be supported. At present, two- dimensional urban and rural structure is typically characterized by the separation of urban and rural industry. It is argued that a new type of industry relation between them should be set up at the premise of maintaining their own characteristics. Such relation will attach importance to developing industry linked to rural and urban areas, form a sort of dependent relation between the input and output of rural and urban industry, comply with dynamic development of urban area and industry with an aim to upgrade and adjust urban and rural industry layout.Chengdu is a state-level reform and experimental zone of overall development of urban and rural areas with comprehensively supporting facilities. It is also one of central cities which transcend provincial areas in western area, and has typical regional background of promoting outskirts by city. Therefore, it is chosen as my study object. With regards to Chengdu, overall development of rural and urban industry means the development of urban modern industry and services, which absorbs rural labor; on the other hand, based on the urban areas of Chengdu, the adjustment of agricultural structure and acceleration of agricultural industrialization depend mainly on bringing urban and rural industrial advantages into play, finding their connecting points, and upgrading their layout,The paper studies the connotation, channels and research perspectives of overall plans for urban and rurual development as a whole. In addition, from the point of developing the tertiary industry, in particular, producer services, which act as bridges to link the powers in economic development, the paper will explore the possibility and significance of developing channels to realize rural and urban overall development. As evidenced by the linear equation of producer services' contribution to Chengdu's overall development of rural and urban area, we can arrive at a conclusion that producer services contribute to the overall development of urban and rural areas in positively relevant and promoting manner. Finally, suggestions on policy are proposed concerning how to promote a healthy and sustainable development of producer services in Chengdu on the basis of present regulations and situations of industrial development in Chengdu and China at large.
