Study On The Indebtedness In Village And Town In Chongqing

Being the primary part of our finance organization, the village and town finance appears some serious problems caused by the backward innovation and the imperfection of the existing system. In particular, the increasing financial deficit and indebtedness have hindered the normal operation of local government and affected its economic development. In case of Chongqing, the indebtedness in village and town has reached 6.47 billions, at the same time, the indebtedness rate is 200%, which heavily exceeds the guard line of international debt risk. It can be easily found that its indebtedness and characters are representative, so Chongqing is be chosen as the case of the demonstration study on the village and town indebtedness. The thesis adopted the methods that are from materiality to abstract, and from specialty to normality, which are quantitative analysis and qualitative analysis with theory research and demonstration. The dissertation applied the industrial economics, by recommending the indebtedness of village and town in our country, author introduced the actuality and characters of Chongqing especially in Zhong county and Tongnan county of its indebtedness with demonstration, found the causes of formation, consulted the experience of the basic finance management in the U.S.A, designed the settlement project and constructed the precautionary mechanism. The thesis contains the following parts.The first part is basic introduction, which brought forward the background, intention, signification, frame, content and measures of this research.The second part evaluated some literature, containing the domestic and overseas research.The third part summarized three kinds of theory: Public Goods Theory, Fiscal Decentralization Theory, and the essential theory of New Institutional Economics.In the fourth part, author defined some basic concept using the international definite for reference. In the meanwhile, it presented the indebtedness of village and town in our country.The fifth part studied on scale and characters of the indebtedness in village and town in Chongqing. According to the investigation in six sections of Chongqing, author demonstrated the construction and types of indebtedness from specialty to normality, and made the conclusion that the problem of the indebtedness in the village and town is very serious, which related with the development of countryside. The sixth part expatiated the causes of formation of the indebtedness of village and town in Chongqing. The basic cause is the underdevelopment economy and the instable agriculture. The social reason is the dual community structure between the city and village, especially in public goods system and the village and town governments. The finance matter includes our distempered commonality finance system in country, faultiness of the reform of taxation and the lag of the innovation of finance management system in villages and towns.In the seventh part, author recommended the experience of the basic finance management in the U.S.A for reference.The eighth part brought forward some measures of resolving the indebtedness of village and town in Chongqing. First of all, the article decided the principles, which are making overall plans and take all factors into consideration, inspiriting and restriction, adjusting measures to local conditions, and in proper sequence. Secondly, according to the basic cause, the social reason and the finance matter it put out some projects, which are developing the economy of country, boosting the finance strength in village and town, planning the city and country as a whole, strengthening the training of diathesis of leaders, expediting the reform of the finance system. Finally, it established the defending mechanism, which consisted of risk restriction, debt supervision and decision-making mechanism.The last part is the summing-up.
