A Research Of The Problem On Replacement Of Homestead In CiZhu Town, Chongqing City

China, as a large agricultural country, the rural area and urban area is quite equivalently, with the rural population squeezing into the city continuly, the urban housing shortage becomes further nervous,but at the same time, the rural homestead is relatively large, scattered, and so much homestead is vacant. Obviously,the Phenomenon indicates that there are tremendous potential for development.In order to solve the problem of the rural land supply gap in the urbanization and industrialization process, and combined with the actual situation of rural residential land, In 2009 YuBei District started the project about the replacement of rural homestead, which is located in the most northest of YuBei,the most northern areas, west of the DaWan,south of the XingNong,east of two town of ShiBa and PianYa in Beibei District, north bordered with the Sichuan Linshui County High Tan town, known as the "northern gate of Chongqing",the town of CiZhu is one of the pilot which is implemented the exchangment of the rural homestead.This paper carrys out the empirical study of CiZhu, this town is located in the most northern area of Chongqing, the situation of homestead is more and more dispersed, poor management, no-planning and so on, the introduction of replacement was to address the homestead misuse problems, to promote the untiy pace of urban and rural areas, but after two years of pilot projects, no doubt, to some extent, the homestead replacement solves somes problems of some residents, but generally speaking, the process of replacement is not very successful, According to the statistics, in the past two years only 126 villagers were willing to accept the replacement, in order to investigate the reasons of obstructing the villagers to replacement, this paper decreases the range to the village of CiZhu, based on the existing planning, content, and other forms of replacement compensation, and with the Government of the village households, the reasons for displacement data obtains from the government,then add up the total number of village households replacement ratio and the replacement of the reasons for classification tables, and then through the issuance of questionnaires, to survey some datas, including the level of understanding of the pilot project, cost-benefit of farmers and the satisfaction of peasants to participate in the project, respectively, subjectivly finds out the obstruction reasons. While objectivly,combines with the standard of compensation provided for the government, makes two benefit assessments of villagers and government. and ultimately concluded the obstruction reasons from the law, the villagers self-awareness, replacement and other aspects of the internal, and finally put forward the process ideas and means of improving the development of the town Homestead Exchange.Until now, there are so many articles about the circulation of homestead, but the interrelated articles of homestead replacement are scarcity, and the corresponding empirical research is much fewer. According to the "Current Situation-identify problems-problem-solving", this paper is approach to address the plight of the local homestead replacement, optimize to promote homestead replacement process, and promote integrated development of urban and rural areas, the most important meaning is providing a recommendence and reference platform for our suburbs to carry out the replacement of homestead.
