Urban And Rural Development In The Village System Research

The central authorities set the urban and rural harmonious development as the fundamental requirement for building a well-off society in every aspect; and made the construction of new socialist countryside and promotion of urbanization as the long-lasting impetus of maintaining stable and rapid economic development in2010. Integrating urban with rural development is proposed by our government on the basis of the objective view about the contradictions and laws of China’s economic and social development at this stage. It’s also an effective way to impel the construction of urbanization and to realize a comprehensive well-off society.Villages and small towns are of great importance in the country management and development, as well as the integration of urban with rural development. Farmers are the real main force in constructing new socialist countryside. Only the initiative of farmer come into play, can we achieve success in the construction of new countryside. It’s incumbent on the town organization to lead farmers to this construction energetically. However,there are some disadvantages in the township systems along with the development of rural productivity, resulting in the consequence that it doesn’t lead this main force correctly, what’s worse, it has harm the interests of the main force. Thus, the pace of this construction is blocked.This paper is mainly going to probe into the problems existing in the system of our town from three perspectives:the size, function, and power relationship of villages and towns; and to analyse the reasons accounting for these problems under the background of integrating urban with rural development. It aims at offering the decision makers some intact measurements who are responsible for the urban and rural development as reference through the experience of developing countries, in order to provide service for the construction of new rural, and to meet the demand of new rural construction and integration urban with rural development.This paper is divided into five chapters:Chapter I is the introduction. This part will present the background and significances of this study, the literature review of this study, the definition of some terms, and the content, basis and methods of this study as well as my innovation. Chapter II is about to discuss the current situation of the township system in our country. This part includes the history and revelation of township system, the description of selected points, the current situation, the common problems and the individuality of Xi-ping county in Henan province and Bao-xing county in Sichuan province.Chapter III is going to illustrate the requirements of township system for integrating urban with rural development containing the proposal, definition and significance of integrating urban with rural development; the special status of township system in this development; the current situation and the tendency of development of this development and the requirements required for this development.Chapter IV will narrate the experience of some developing countries in constructing township systems and integrating urban with rural development such as Amercia, Japanese and Korea. And this part will represent the enlightenment they have given us in the township system construction and the integration of urban with rural development.Chapter V will present the improvement measurements for the township system at under the background of integrating of urban with rural development including the main idea of this paper, that is the thinking and the measurements of perfecting this development.1) To regulate the administrative division of township system, increase the combination of towns and villages and carry out dynamic management.2) To explicit the function of towns and villages in order to promote the transformation of this function, and put our emphasis on service, public welfare, efficiency and benefits.3) To specify the power relationship between towns and villages, enhance the ideological education and the sense of service and legality, and make sure administrate and self-governing by law.The innovation of this paper lies in the innovative perspective of research, which break through the directional thinking of town planning and construction. This paper will illustrative it from the scale, function and power of towns under the background of integrating urban with rural development.
