Theoretic And Experiential Analysis Of Strategy Trade Policy In China

International trade come out new changes after war, but the traditional international theory can't give a reasonable explanation for the new situation. Therefore, the new trade theory come out during thinking the traditional international theory, with the development of new trade theory, a strategic trade policy theory come out in America, this policy take economy of scale and incomplete competition as precondition, take theory of Industrial Organization and Market Structure Theory as research tool, normally, the application of the theory need perfect market economy system, and the target industry of application should have high industry Concentration,obvious economies of scale effect,high market entry barrier and better external economy effect. America, Japan and some developed countries supported their high-tech industry,aircraft industry,semiconductor industry,automotive Industry and their achievement prove it. Considering the status of Chinese industry and fundamental realities, exploring application pattern for strategic trade policy in China, choosing a way that suit Chinese fundamental realities.This paper proceed deep exploitation for Cournot Model of strategic export subsidy firstly, divide the two firms in the model to four firms, namely, considering trade of intermediate products, therefore two separate firms are existent in both domestic and foreign, analyzing the welfare status when final-good firms and intermediate-input firms integrated and not, we show that as long as firms in at least one country are vertically integrated, the optimal subsidy on final-good production is positive, when home firms are vertically integrated but foreign firms are not, the optimal subsidies on intermediate-good and final-good production are positive. If the industries in both countries are not integrated, then the optimal subsidies may not be positive. This model considered trade of intermediate goods, make the Cournot Model of strategic export subsidy more closer to real world.This paper choose computer technology industry as strategic target industry, firstly, we analyze computer technology industry successful experience of developed countries, secondly, we retrospect trading policy of China computer technology industry, and analyze their problems, combining market scale and brand structure of present computer technology industry, after analyzing we got that present status of china computer technology industry are consistent with Model one. So according to the conclusions of the four models, in order to achieve the positive subsidies, we must change the develop mode of China computer technology industry, by the successful experience of Korea and Japan, realizing scale and group operation, then can maximize the national welfare. Thirdly, based on analyzing the basic conditions,economic system,political system of carrying out the strategic trading policy, from national safety and road of industrialization, analyzing the importance of carrying out strategic trading policy, in one aspect, Upstream industry of computer especially design and manufacture of CPU are crucial strategic industry relate to national security. Due to not grasp key technology of computer crucial parts and operating system, products'supply depend on abroad totally, once face special time, confidential information may be leaked because storing and transmission of computer crucial technology are grasped by other people, this must threat national security. In another aspect, in order to realize new industrialization road, computer technology industry are crucial. Lastly, we give policy suggestions for development of national computer industry, point out deficiency and future study of this paper.
