Research On The Problems And Evaluation In Decision-making Efficiency Of Public Works In China

The construction of public works is one of the basic conditions to promote social and economic sustainable development. Relying on the construction of public works, we can improve the quality of people's lives and promote economic development. Although the cost in the phase of decision-making only take up about 5% of the total investment in the construction project, but its influence is more than 85% of the total investment. So, the efficiency of decision-making have an important effect on whether the public works projects are successful or failure, and it is of great significance to improve the efficiency of decision-making and make Scientific decision.This thesis introduces the characteristics and principles of the decision-making of public works, and the factors that influence the decision-making, and then describes the decision-making mechanism of public works in China. Through the analysis and research of the status quo of our public works decision-making, we can find out that the decision-making efficiency of public works in China is still in a relatively low level. It is reflected in many aspects including the subject aspect and object aspect of decision-making.The inefficient decision-making of Public works lead to some aftermaths such as redundant construction, waste of investment, and the contradiction with the development of society and environment, which have a terrible effect on the sustainable development of society and environment. In order to measure the decision-making efficiency objectively and comprehensively, it is necessary to establish a scientific evaluation system, which can be used to measure efficiency in a Specific and quantitative measurement way. To evaluation the efficiency of public works is an information feedback of investment decision-making, which can be an indirect role in investment decision-making. It helps to summarize the experiences and lessons learned from the project management, raise the scientific level and overall efficiency of decision-making, optimize the allocation of social resources, as well as provide gist of decision-making, in order to achieve good governance and operations of the city for the Government in the future.This thesis introduces the content of the decision-making of public works simply, and summarizes various common methods used for efficiency evaluation. After a comparative analysis of the characteristics of each method, it is considered that the data envelopment analysis (DEA) is more suitable to evaluate the complex system, such as public works, which have multiple inputs and outputs.On the foundation of the research on basic principle, mathematical model, economic meaning and application processes of DEA, this paper selects ten large and medium-sized water conservancy projects in China, introduce the DEA method, and establish the efficiency evaluation system of decision-making. It carries out the empirical research on decision-making efficiency of these water conservancy projects, and demonstrated the application procedures and methods of DEA. Then, after analyzing and evaluating the data results, we can see whether or not each project is efficient, and point out the direction and extent of the improvement for each indicators from which projects are inefficient.Based on empirical analysis of the results, combined with earlier summarization of problems and its causes in public works in China, and taking into account the advanced experiences at home and abroad, this paper put forward a number of countermeasures and recommendations to improve the decision-making problems and efficiency of public works.The method used in this thesis is the combination of theoretical study and practical study. The exploration and studying on the evaluation of decision-making efficiency of public works is a good attempt on DEA using in efficiency evaluation, which aims at offering the reference to some theories, methods and practices for the development of the decision-making evaluation in public works.
