| Government complements the market failures in infrastructure construction by public works projects. Public works projects provide requisite public infrastructure in order to keep national economy stable and rapid growth, and promote the social production and social living regular development. Public works project itself is a large system with a vast scale, a wide range of connection, a tremendously complex structure and a lot of uncertain factors. Face to these decision objects, the government just use its knowledge and experience to make decision is not enough. Experts as the talents have profession knowledge and technique in certain areas successfully, that the government and general public do not. Expert participation can make up of the lack of profession knowledge and technique in government decision-making. In order to improve the public works project decision-making’s science and democracy,reduce mistake decision-makings, increase decision quality, experts must be auxiliary decision maker participate in public works project decision-making. But expert participation is not the same as the right decisions,expert participation is also have failures. So it is necessary to conduct systematic study on the expert participation in the public works project decision-making, and approach the countermeasures to solve the problem in expert participation.This essay includes five parts. Part one explains the background of the title, research significance and object, the current research about the topic. We find that there is less study on the expert participation in the public works project decision-making, and hasn’t systemically researched. Part two defines the concept of expert participation in the public works project decision-making in China, and analyses the expert participation’s help which is based on public works project decision-making processes. Through knowledge transfer theory, stakeholder theory, risk perception and risk communication theory, we can carry on theory analysis to the relationship among government, expert and the public. Expert is the "honest agent" in the public works project decision-making, expert participation is one of the great bulwarks of scientific and democratic decision-making. In the same time, expert participation is the communicator and coordinator in public works project risk communication between government decision-making and public participation. The virtuous relationship which is based on trust among government, expert and the public can really promote public works project decision-making optimization, which is the foundation of the paper in theoretic aspect. Part three researches on the case of the decision-making of the Nu river hydropower development. Through this case, we find that experts have scientific and social rationality, expert participation actually help government make decision in the public works project, but it still exists a lot of problems in practice. Part four, based on the previous conclusions, this part studies on the practice and exploration of public works project decision-making in China, the problems of expert participation and the cause of these problems. We find that the root cause of the problems of expert participation is that the traditional government’s decision model—"Knowledge and Power" limits expert participation. Part five, this paper put forward policies based on the previous recommendations and conclusions—the best way to prevent experts failure is built a virtuous interaction mechanism among government, experts and the public in public works project decision-making in China. |
