At present, as the reform of China's urban sewage and rubbish industry's market-oriented operation, the urban environmental infrastructure market-oriented operation has been taken out a good situation. But at the same time there are a lot of problems which can be described as "market failure", mainly reflected in the external, natural monopolies, asymmetric information and so on, which led some difficult and obstacles. Moreover, from a realistic situation, there were many other non-physical barriers hindered the urban sewage, rubbish disposal market-oriented process. Therefore, it is necessary to introduce government control, to make urban sewage and rubbish disposal system to be normal and efficiently operate.Based on the study of past literature, on the basis of the control theory, balanced system theory, the commission - agent theory, the cost - earnings theory, then used of case law, norms of law and comparative analysis methods to analyze urban environment infrastructure operating in the market of non-market efficiency, and system design, to identify government control measures and methods, then analyzed the measures'efficiency, finally summarized the conclusion. There are four parts of this paper: 1. Analyzed the situation of urban environmental infrastructure. 2. Based on economic theory and agent theory, balanced system theory, property rights theory to find the measures of government control. 3. The paper through a case to tell us the government how to control. 4. Based on the cost -earning theory to discuss the efficiency of the measures, sum up and draw conclusions.Through research, the paper proved that the establishment of a third-party institution and with the entry and exit control, price control, quality control and investment control are the effective control system of urban environmental infrastructure market-oriented operation. Although any of the control system, control measures, will spend a certain cost (including direct costs, social costs, opportunity costs), this paper proved the more impressive is the control of receipts, so taking government regulation on urban sewage and rubbish industry is meaningful and ultimately can increase social welfare.
