Along with increasing of urban land market operation,market mechansim has played great role in distributing land resources as well as in regulating land supply and demand. However, since 2003, the series issues, such as the total imbalance,structural imbalance, fast escalation of prices, and the defect of civil security,land wasting and extensively used have been gradually highlighted. It is important to do the following research:reasonably explain the regulation's theoretical basis, detailedly summarize the regualtion's historical process, scientifically evaluate the regulation's concrete results, gudiancely optimize the regulation's micro and macro path.The paper starts from the realistic background and literature review, explained this study's purpose,significance and frame, then made qualitative and quantitative analysis from seven aspects. Firstly, analyzing the regulation's theoretical connotation.Secondly, summing up the regulation's historical course. Thirdly, evaluating government regulation's control point and intervention efforts. Forthly, evaluating government regulation's spatial-temporal differences and inter-annual change. Fifthly, evaluating government regulation's behavior characters and dynamic effects. Sixthly, analyzing government regulation's influencing factors. Seventhly, optimizing government regulation's macro and micro path.The main conclusions of this paper are generalized as follows:(1) Urban land market regulation is related to the credibility and the authority of government, we should deepen the theoretical basis from politics,economics and management.(2) Government regulation is associated with urban land market operation from beginning to end, there are difference in regulation's strategy, focus and effect at different stages.(3) Government regulation's results are reflected from intervention point, intervention efforts, spatial-temporal difference and annual change, what are verificated by market non-equilibrium model, EGARCH model, principal component analysis and DEA model.(4) The evaluation based on empirical study of Wuhan city has showed government regulation's behaviour characteristics and dynamic efffects, what are measured and simulated by SEM model and DEA model. (5) Government regulation's level and effectiveness are affected to a certain extent by such three factors:public authority rent-seeking of local government,interest game between central government and local government,policy tool's time-lag effects.(6) Government regulation's path optimization reconstructs the regualrion's framewok including principles, purpose and means, which can be used to supervise the regulation practice by non-equilibrium model based on effective supply and demand, price-control's model based on social utility maximization, and supply-control's model based on demand predicted of GM.(7) Government regulation includes series problems, such as resources allocation, interests reorganization, institution change and functions transformation, we should make appropriate adjustments and reformation from internal and external environment.
