It is an important means for the enterprises to strengthen HR management & development to promote their competitiveness. Today's world witnesses the increasing focuses attached to the on-job training in modern enterprises. Training institutions thus have mushroomed to meet the demands therefore the training area will be broken eventually. Under this circumstance, it is an important issue to be resolved for the Training Center to make its resources integrated, to strengthen its HR management & development, to establish appropriate management which is suitable for the vocational training in power industry. Thereby Chongqing Electric Power Training Center can provide efficient and high quality training service to fit the"talents thrive enterprises"strategy.This paper introduces the basic theory of HR management & development, focusing on the current personnel situation, education & training needs of staff in Chongqing Electric Power Corporation as well as the development environment and HR status of the Training Center. Based on this analysis, the author proposes some ideas and measures to strengthen HR management & development, to build scientific, appropriate, efficient and orderly organizational framework and employment mechanism as well as internal distribution mechanism which meet the needs of the Training Center so that its core competitiveness could be enhanced efficiently.This paper also provides some theoretical and methodological advice and support on constructing a first-class training center to fit the requirement of a modernized power company with a strong grid, excellent assets, service and performance.
