Research On Building Energy-conserving Policy Performance Evaluation Of Our Country

This thesis evaluates the performance of our country's policy of building energy-conserving by focusing on qualitative analysis and quantitative calculation methods, and expands the vision of performance of our country's building energy-conserving policy to two directions. Then the thesis analyzes and evaluates the differences of the domestic and foreign policy of building energy-saving system, and offers some recommendations of improving the China's building energy-saving policy.The thesis constructs the building energy-conserving policy performance evaluation index system of our country, uses expert's investigating method to identify the relevant indicators weight, and appraises the level of our country's building energy-conserving policy performance Then it studies the function law of the energy-conserving policy performance of the building and the influenced key factors of the energy-conserving policy performance of the building.On the basis of the grey relation theory, regarding the comprehensive performance value of our country's energy-conserving policy of building as the basic index of grey relation analysis, the thesis studies the building energy-conserving policy performance index that is about move ahead simultaneously and lag behind of the building energy-conserving policy performance value peak low ebb, analyzes the time difference of the energy-conserving policy performance of building of our country.A model energy-conserving policy performance of building based on that difference-in-differences is constructed. On the basis of the model of difference-in-differences building energy-conserving policy performance, which controls the impact of other policies and prior differences that is about pilot cities and non-pilot cities effectively, thereby identifies the effect of the energy saving by building energy-conserving policy. Impact factor of results that is caused by energy-conserving policy of the building in different areas is studied in this thesis. According to the comparison of domestic and foreign policy of building energy-conserving and the evaluation of our country's policy of building energy conservation performance, propose several countermeasures and recommendations that is about improving the our country's energy-conserving policy of building.
