Evaluation Of The Effectiveness Of IPR Model Cities Policy For Urban Economic Development And Analysis Of Demonstration Effect

With the gradual improvement of China’s market system,the country’s greater emphasis on innovation-driven development and China’s further participation in global governance,intellectual property are receiving more and more attention.The research on IPR protection and macroeconomic effects is gradually increasing,but there is no consensus on the relevant research,and further research is needed on the mechanism of the role of IPR protection in affecting economic development.Based on the New Economic Growth Theory and Policy Diffusion Theory,this study takes China’s IPR model city policy as the research object and analyzes the mechanism of the role of IPR protection in the Chinese environment and its policy diffusion effect.Using panel data consisting of 262 prefecture-level cities during 2008-2018,this study uses 48 IPR demonstration cities and 214 non-demonstration cities selected during the period as research objects,and views IPR demonstration city policy as a quasinatural experiment,and uses a multi-temporal double difference model to conduct an empirical study.The following conclusions are drawn:first,the IPR model city policy positively promotes the economic development of model cities,which is reflected in the increase of total GDP and per capita GDP growth rate;second,the promotion effect of the IPR model city policy on urban economic development is realized by promoting technological innovation and human capital level;third,the IPR model city policy brings economic growth effect with spatial Fourth,this paper also investigates the diffusion mechanism of the demonstration policy and finds that the efficiency logic of policy diffusion dominates in the early stage of policy implementation and the legitimacy logic dominates in the middle stage of diffusion.This study puts forward the following policy recommendations:First,the model city should further improve the relevant IPR system and supporting mechanisms,and the state should expand the scope of the model city on this basis in a timely manner;second,to further smooth the path of technological innovation and human capital level improvement,so as to better bring into play the effect of the model city of IPR on highquality economic development;third,to strengthen the promotion of beneficial policy innovation,the neighboring cities of the model city should proactively learn from the policy innovation and expand this effect on the basis of the diffusion of the model policy effect.
