The high and new-technology industry has different development characteristic from other industry ,and provided the new technical, the new viewpoint, the new organization pattern. It also becomes the focal point to its value appraisal which the various countries' government and the scholar widely pay attention. Is unable to appraise is unable to manage. The common enterprise needs to appraise, the high and new-technology corporation needs to appraise too. Therefore, the high and new-technology corporation value more and more becomes the hot spot which the people pay attention.According to the actual characteristic of the high and new-technology enterprise development, this article will utilize the correlation theories of the value appraisal and the high and new-technology corporation development and establish the high and new-technology enterprise value appraisal index system, because it is very different between the high and new-technology enterprise and the traditional enterprise, the hierarchical system is stern in the traditional enterprise, emphatically hardware equipment create profits, but in the high and new-technology enterprise, the usual enterprise culture is based on respecting individual, advocated the staff to encounter a difficulty decided voluntarily, advocated individual talent and team spirit, emphatically soft environment to create profits such as the talented person, knowledge, enterprise culture. In order to overcome some uncertainty question in the present value appraisal effectively, and enhance the accuracy and the validity of the value appraisal, this article combines the fuzzy mathematics with the analytic hierarchy process effectively, researching carefully based on the fuzzy mathematics multi-polar integrated judgment model construction as well as the fuzzy uniform question of the judgment matrix to the team decision-making, discussing the fuzzy integrated judgment method based on the AHP result, connecting the financial index with the non-financial index, connecting the quota index with the stationary index, to evaluate the high and new-technology enterprise value synthetically, and to analyze a high and new-technology enterprise value appraisal as a case.
