In recent years, a vigorous development has appeared in high and new technology enterprises in Weifang city. In 2006, 36 high and new technology enterprises have been set up in this city and the total number has reached 306, with an output value of 73,000,000,000 Yuan, which compared to have grown by 53.8%. It has achieved a proportion of 22% in the gross value of industrial output and has enhanced 6.5 percentage points compared to that of the last year. The increased range ranks the first in Shandong province. In the first quarter of 2007, the good growth momentum continued to preserve.However, because the high and new technology enterprises belong to the high risk profession, therefore, along with fast development, these enterprises are also facing the gradually expanded risk. If there is something wrong with the development strategy, the overall economy development situation in Weifang city will inevitably be affected.This topic is proposed precisely at the right moment under this kind of background, and it has been chosen as the sub-topic of the science and technology development plan topic "Research on Weifang High and new technology Enterprise Strategy Management Decision supporting System" in 2005. The goal of the research is to establish the strategic achievements appraisal target system for Weifang High and new technology Enterprise, quantify the function of target appraising by using the statistical analysis method, and determine the influence degree of all the factors to strategy management of the high and new technology enterprises.The concrete research technique is by using the strategy analysis method of influence of the market strategy to the enterprise profit (Profit Impact of Market Strategies, PIMS), linking to the reality of Weifang High and new technology Enterprises, consulting the experts, carrying on two screening to the strategic achievements appraisal target, to determine 37 appraisal targets in the end.Through the analysis results of principal component analysis, the 37 indexes are synthesized to six main principal components. The six main principal components reflect six main respects that influence the performance of high technical enterprise, the indexes that reflect the market possess rate and economical income are comprised in the first principal component, the indexes that reflect the technical level and quality of product are comprised in the second principal component, the indexes that reflect the product's research and investigation are comprised in the third principal component, the indexes that reflect the supporting from the government are comprised in the fourth principal component, the indexes that reflect theproduct service are comprised in the fourth principal component others are comprised in the sixth principal component. The main meanings of six principal components are discussed after the analysis.The findings showed that, these six principal components have statistics significance influence to account executive unit's investment returns ratio of high and new technology enterprises. According to the findings, unifying the questions which existed in the management of Weifang High and new technology Enterprises, pointed countermeasure and the suggestions have been proposed from the strategic management angle, to help to develop Weifang High and new technology Enterprises and to avoid risks. The competitive advantage of Weifang High and new technology Enterprises can be promoted and to achieve the goal of enhancing the management achievements of enterprises.
