The Research On Performance Evaluation Of Heilongjiang Provincial High-new Technology Industrialization Special Fund

In recent years, government has paid more attention to the investment of enterprise high-new technology industrialization projects. The high-new technology industrialization special fund is becoming more influential for the enterprises. However, Heilongjiang provincial high-new technology enterprises are lacking in projects systematic management generally, which not only makes the performance feedback of high-new technology industrialization special fund can not be effective, but also a lot of valuable experiences and lessons not passed. Therefore, the research on performance evaluation of high-new technology industrialization special fund and effective approaches to improve performance can be not only of theoretical value, but also of realistic significance.First, the connotation and present situation of Heilongjiang provincial high-new technology enterprises, industrialization projects and the performance evaluation of special fund are mainly discussed in the thesis. Meanwhile, the issues and need for the performance evaluation of Heilongjiang provincial high-new technology industrialization special fund are aslo brought up.Second, the thesis constructs a general evaluative index system of performance evaluation of Heilongjiang provincial high-new technology industrialization special fund composing three levels,10 bottom indexes, on the basis of the correlation theories and methods. At the same time, the weight of every factor in determining index system was obtained in the application of AHP. The fuzzy comprehensive evaluation method and the fuzzy integral method are used combined to determine the comprehensive evaluative results. And evaluate the performance of the population sample by adopting the fuzzy comprehensive evaluation method, meanwhile the individual sample by the fuzzy integral method. Hence the comprehensive performance evaluation system of Heilongjiang provincial high-new technology industrialization special fund can be established so as to make a full preparation for the following research in demonstration.Third, the thesis samples 15 models Heilongjiang provincial high-new technology industrialization projects, conducts empirical research analysis of Heilongjiang provincial high-new technology industrialization special fund comprehensive performance evaluation system, verifies the validity and practicability of the comprehensive performance evaluation system, and finds out the existing problems and deficiency in using high-new technology industrialization special fund for our provincial high-new technology enterprises.Last, the thesis makes a detailed analysis of the accumulated cause, puts forward the countermeasures to intensify the level of Heilongjiang provincial high-new technology special fund performance from four aspects. All these presented strategies and countermeasures provide scientific evidence for the provision of effective decision-making reference for the actively developing our provincial high-new technology industrialization projects activity, and for governmental establishing development strategies and policies for science and technology.
