Study Of Quality Management In H Nuclear Power T&G Package Project

The official issue of National Nuclear Long-and-medium Term Development Planning (2005-2020) marks the beginning of rapid nuclear development in China. The steam turbine and generator and their auxiliary machinery in Nuclear TG Project (namely TG package) are among the main equipment of the conventional island of the Nuclear Power Plant. How to ensure the product quality of the produced items and meet the contracted delivery requirements, including both the equipment delivery and document delivery, are not only the regulations of state code and customer's requirments but also the needs of project execution itself.After relatively long evolution, the cluster standard of ISO9000:2000, with eight quality management principles as its theoretic foundation, provides the frame for the implementation of quality management in the enterprise. The implementation of project quality management includes the following activities: formulating the quality policy and quality objectives, carrying out quality planning, quality control, quality assurance and quality improvement. For this reason, it is rather important to work out the project quality assurance program (PQAP) to ensure the effectiveness of the quality management system in line with the stipulations of GB/T19001-2000 idt ISO9001: 2000 Quality Management Systems - Requirements, the project contract and the enterprises' own practice.Taking the H Nuclear T&G Package Supply Contract(namely the Contract) as an example, based on concerned knowledge, this paper expatiate the application of the fundamental principles, processes and ways and means of quality management in this project.The article firstly analyses the macro status of nuclear development in China and the market position of Dongfang Electric Corporation Limited, a Supplier of the Contract, and expatiates the fundamental principles and the general characteristics of nuclear T&G project quality management. Then the text makes a presentation of the contract requirements of the Project, H Nuclear T&G Package Supply, and the specific project organization of the Supplier. After that, by exerting the process approach, the Paper makes an expatiation of the project detailed stipulations in the whole process of planning, design development, technical transfer, purchase, production, inspection and test, packing, shipping, commissioning, handover and technical services etc. involved in the Project from the following aspects: project quality management system planning, management responsibilities, resource management, product realization, measurement, analysis and improvement. Finally, the article makes a summarization of practical effects achieved in quality objective accomplishment, project execution, nuclear quality culture cultivation, etc. after one year's running of this project quality management system and points out the improvement opportunities in the future for the nuclear T&G quality assurance.
