A Quality Security Architecture Based On Supply Chain Management For District Farm Produce Logistics

Recently, quality security issues about farm produce have become a focus all over the world. One of the most pressing tasks we face now is how to establish a proper logistics mode which is adaptive to the circumstance of our state and ensure the healthiness of people throughout the process of farm produce production, sales, transportation and consumption.Based on the management practice of farm produce quality security, the status in quo of farm produce logistics and quality security, problems existed and the occurring mechanism of quality security issues are analyzed systematically. By introducing theories of supply chain and agriculture industrialization, a quality security management mode for farm produce is proposed. Some steps, methods and key points to ensure farm produce security are presented explicitly. In our study, five important results are achieved: 1) the viewpoint of lifecycle in quality security management of farm produce should be followed throughout the whole logistics process combined with source management, process control and market permission; 2) the proposed farm produce quality security mode based on supply chain management outweigh the active mode which has the characteristics of taken charge by departments and managed by subsections; 3) the keys to ensure farm produce quality security are getting hold of the source of farm produce supply chain, and organizing small distributed farmer into big markets; 4) by establishing a district farm produce logistics system based on PLM, the processes of production, transportation and consumption could be linked within a district. Moreover, it is the important measure to integrate and share the information of farm product, logistics and quality on the supply chain, to reduce quality management cost, and to increase the level of farm produce quality management; 5) the qualification to establish a quality security architecture for farm produce has now possessed, and the government should provide correlative technical supports, organization guarantee and public policies.
