The rapid development of Chinese economy brings on more and more increasing demand of oil so that the domestic oil can not meet the demand in the country. With the international price of oil becoming more expensive and hitting the highest historical price point, the supplying of oil in China also facing a serious situation. At present, the supply of oil in China mainly comes from the oil field of land, ocean and the import oil. But the total output of the ocean oil field just takes a little proportion and the import oil depending too much on the unstable factors of the outside world. So that to develop the ocean oil field has become one of the important strategies of state energy source. During the period of "11th Five-Year Plan", the ocean oil field will step into a rapid development time, so does the aviating service of helicopters which plays an absolutely necessarily part in ocean oil exploration. COHC is a general aviation company specializes in ocean oil exploration. Since 1999, COHC became a joint-stock company through reorganization and the market share, flight task, task income and the profit increasing rapidly year by year after COHC established the developing strategy—keeping and extending the advantages in the business of ocean oil service and aviation maintenance of helicopter; Setting up the training system for the employees of multi-route flight and aircraft crews to increase the high profitable business in the land and join into the international competition trough the abroad cooperation to make COHC an international company who leads the Chinese general aviation industry.The article analyzes and investigates into the development of COHC by cases. The first part of the cases introduces a basic situation of the industry and then describes the rapid development of COHC in the respects of business development and achievement development and then the establishment and implement of the strategy of COHC. During the analyses of the cases, Michael Porter's Five Forces Model and SWOT are used to analyze and evaluate the competitive environment COHC is in and then evaluate the inner ability, the outside environment and the strategy of the company to get a conclusion of this paper, that is a corresponding adjustment of the strategy of a company is needed according to the change of the inner and outside environment—carry out the strategy of core task, normalization and Six Sigma.
