Study On The Benefit Post Evaluation Of The Highway Project

Along with the enlargement of the highway transportation investment in China, the highway transportation business of the our country develops quickly, the construction of the highway not only raises the level of the highway transportation in China, but also has function to push the social economy development which can't be neglected. At the same time it is also characterized by its great investment, big loan stress, long reclaim term, and so on, so how to raise the investment benefit of the highway construction project, optimize investment project, let the limited funds develop a well performance, has become an problem that should be resolved in urgent demand in the highway construction of China.The benefit post evaluation is to offer a systemic and objective analysis to the highway construction which has been opened to traffic. It also will give advice to the decision--making management of the highway construction by means of inspection and summarizing, and also provide advice to the problem that appear when the project has been implemented and used . So the investment benefit can be promoted greatly.Firstly, this thesis makes a summary to the post evaluation and benefit post evaluation of the highway construction project. Secondly, the work programs, evaluation methods and the existing evaluation parameters of national economic benefit and financial benefit was investigated, the range of the charge and the benefit of national economic benefit and financial benefit was discussed in the thesis. The evaluation index was modified and perfected according to new version of《The economy evaluation method and parameter of construction project》, and a new index system was built, also the reason of the windage of index was analysed in the thesis. In the end, it summarized and compared the peculiar method of financing in highway construction, discussed the influence of the financing method that bought by the policy that the tax will instead of the fee was, pointed out the insufficiency of the financing method and put forward the improvement, and investigated the method and index of the evaluation of the financing method of the highway construction.Finally, the author made a benefit post evaluation example of a super highway, which has been constructed, based on the new index, parameters and methods. The theories and method discussed in the thesis is of constructive significance to the perfection and development of the benefit post evaluation of Chinese highway construction.
