During the Tenth Five-Year Plan (2001-2005), our country has gained fulfilled success in transportation construction. Each grade of highway mileage increases quickly, and the network structure is more perfect. At the same time, the "three dimensional rural issues" influence the national economy and the people's livelihood. The lack of land resource becomes big social problem. So the situation that the construction of highway has taken up a great deal of land and injured the rights of land-lose farmers have aroused suspicion by people. During the Eleventh Five-Year Plan (2006-2010), the development of highway construction is still one of the important missions of our country government. Therefore, how to harmonize the contradiction between highway construction and taking up of land, how to measure lose of farmers, and how to protect their rights become important problem at the present time. On this background the dissertation researches on the farmers' dependence on land in our country and designs index to measure it. This text believes that lose of land will make the farmers be lack of life source, employment and retirement ensure, and they also have related property and mental emotion losing. This text signs index to evaluate these five losses in order to perfect the existing highway construction item evaluation theories system. At the last part of this text, it gives some suggestions to improve the improper action at present. There are two points of innovation in this text. At first, it carries out research on farmers'dependence on land deeply; secondly, it perfects the existing highway construction evaluation system.
