| With the acceleration of the rural road, the central and local governments make regulations on the development planning policy, development strategy policy, building and conservation policy, fiscal and taxation policy and other policies of rural road. These policies can promote the construction of rural road, can speed up the development of rural economy. These policies play important roles in constructing the rural harmonious society and serving the building of new socialist countryside. In order to promote the rapid and healthy development of rural road, the government needs to lay down and carry out the scientific and rational rural road public policies. Hence we need to dynamically analyze the public policies of rural road based on the public nature, and then establish the public policies system of rural road.This paper studying on public policies of rural road, based on the public goods theory of economics, starting on the transport infrastructure, rural road, public, public policy, public policy of rural road and its basic contents, we build the architecture of rural roads public policy, to determine the nature and scope of the content. Secondly, based on the evaluation criteria for public policy, we analyze and evaluate public policy of rural highway at this stage. From analysis the public nature of the road transport infrastructure, and on this basis, we dynamically analyze the public nature of the road transport infrastructure. Rural road is an integral part of transport infrastructure, based on the public nature of rural road to analyze the public nature of transport infrastructure. At the same time, under the attribute of rural roads to analyze the value orientation of public policy. Finally, according to the public goods properties of rural road, we raise the main supply of the rural roads should be primarily a national and all levels of governments.
