With the rapid development of economy, the government of Xinjiang hasstrengthened construction of road transport infrastructure, especially to highway’sconstruction investments. The infrastructure of rural road passenger transport hasimproved significantly. The industry of rural road passenger transportation developedrapidly. The problem of farmers and herdsmen travel has been improved effectively.While Xinjiang covers a vast geographic area and villages are widely distributed, therural road passenger transportation in Xinjiang is an industry with high cost and loweffectiveness, high security risks. To connect residents live in remote village, minesand industrial parks with rural bus route, it is important to improve the developmentof rural bus industry.Firstly, the author reviewed the research work about rural bus all around theworld and proposed the research thinking and the framework about the policiesanalysis of rural bus in Xinjiang. Secondly, the development of infrastructure, routesand frequency about the rural bus in Xinjiang was discussed, and the existentproblems were analyzed. Thirdly, measures and suggestions such as a reasonableunderstanding rural bus as a public good, strengthen the regulation of rural busindustry were presented to the development of rural bus industry in Xinjiang.
