This article stands in the industrial advancement angle, follows from the theory to the practice, from the general to the specific, takes SCP paradigm of the Industrial Organization Theory as theoretical foundation ,uses the research methods of standardized analysis and empirical analysis, analyses the industrial organization of Chinese highway from market structure, market conduct and market performance, whose destination is to recognize the develop status of Chinese highway and with which base to provide reference to industry regulation policy for the government.Chinese highway market is the natural monopoly market under the government regulation. Looking from the nationwide scale, Chinese highway industry's market concentration degree is somewhat low. The majority of province's highway defers to"a group company"the pattern operation, each highway is managed independently and dispersedly, majority of them has not formed the economical scale, industrial scale benefit is not good. As a whole, in Chinese highway industry the effective scale enterprise accounts for the total number of enterprises, namely the ratio of the number of enterprises established which achieves the smallest economical scale to total number of enterprises is not high. The highway industry's product differentiated degree displays obviously in the short haul, its mobile, nimble, the transportation superiority of"the gate faces each other"has received the user by chance, but its long-distance transport development lags. In the aspect of entry barriers, this industry has the high fund barriers. Looking from the market performance, the capital disposition microscopic efficiency of Chinese highway industrial is not too good, the concrete manifestation is high cost and seeks phenomenon. In the aspect of the technology advancement, its management and operation technological innovation stamina is insufficient, the investment in the highway management theory research and the policy research is few, it has not formed the benignity management system and the self-perfection mechanism. Moreover, in the aspect of government regulation, it has multi-thread management phenomenon and has no clear line between the government functions and enterprises ones and lacks the competitive system and the development power. The development of Chinese highway industry is still at the natural evolution condition of the industrial production development. Chinese highway industry need to government's support and guidance. It should strengthen the government regulation. Taking adjusting the market structure, standardizing market conduct, enhancing the market performance as the goal, establish the reasonable government regulation organization, shift the government functions, establish the management main body of highway industry which conforms to modern enterprise system, consummate the laws of government regulation, as far as possible display market mechanism function, realize the highway resources reasonable and optimized disposition, promote good the quick development of highway industry.
