Urban public transport industry, as the essential part of economic structure, always influences the social economic activity of the city and the people's livings standards directly. As urban public transport industry belongs to urban public utilities, and it offers the public services. For a long time, urban public transport industry has been monopolized by the public sector. Due to the limitation of the national foundation, the development of urban public transport industry has been fallen behind. With the development of economic system reform, the market-oriented reform of urban public transport industry also develops rapidly. The market-oriented reform has changed the traditional management of public transport .In addition; the social foundations have eliminated the finance pressure of government, and improved the efficiency of the public transport enterprises. Meanwhile, the reform also brings some problems and contradiction which can't be ignored. So it is very important to solve these problems and complete the measures of market-oriented reform, and it can accelerate the development of urban public transport industry.Based on the background, this paper explains the industrial characters of urban public transport first, and then use the theory of industrial organization to research urban public transport industry. Due to the SCP model, which is the basic analysis frame of the theory of industrial organization, this paper analyzes the market structure, market conduct and market performance of urban public transport industry, then points out there are some problems exist in the industry as well as the relationship of the three ones. Based on the analysis, it concludes firstly, deepening the reform of state-owned public transport enterprises, secondly, building up a market structure which can be more competitive and effective. At last, this paper gives some regulation solutions for the government.
