Study On The Strategy Of Shandong Province's Development Of Science And Technology

Nowadays in an era of knowledge, in which science and technology is the primary productive force, innovation becomes more and more an important basis and symbol of social productivity liberation and development, and development the process of a country or an area. By the study of scientific and technological index, the interaction between scientific & technological activities and the society or economy as well can be better understood to provide assistance to management and policy of different aspects, different colonies. According to certain index system and general quantity of scientific and technological resource and strength of Shandong, this article wants to find the science and technology's relative advantage and disparity and question of Shandong through comparison between provinces and comprehensive appraisal, contribute to proposing the countermeasure measure with corresponding scientific and technological great-leap-forward development in Shandong, contribute to policy of the great-leap-forward development of Shandong Province and the formulation of rational distribution of scientific and technological policy and scientific and technological resources.On the basis of this prerequisite, this article reflects the basic situation of the scientific and technological development of Shandong, under the guidance of the policy of"making Shandong more prosperous with science and technology"and the strategy of sustainable development, it announces the characteristic of the scientific and technological activities of Shandong. In the analysis, the data from"China statistical yearbook on science and technology 2007"and the data of"Shandong statistical yearbook on science and technology 2007"and"China Statistical Yearbook 2006"are used.First, a brief introduction is given about the aim and importance of the study in this article. Secondly, a framework of the main scientific and technological index is built and the disciplines of choosing the indicators is introduce. And then the comparison system of main scientific and technological index is established according to the discipline. A brief introduction is also given to the evaluating method of scientific and technological index---Factor Analysis. By comparing Shandong Province's scientific and technological main index with that of other provinces in 35 indicators of human resources, financial resources, scientific and technological output and the efficiency of scientific and technological activities, a careful analysis is given to Shandong Province's general situation of science and technology. Finally, a strategy is put forward for Shandong Province's Overtaking and Skipping Development in science and technology.
