Research On The Influencing Factors Of The Technological Financial Development In Shandong Province

China's economic development is in a critical period of transforming its economic development mode and economic growth power.China's economic development is in the new normal and changing from high-speed growth to high-quality growth.At this stage,one of China's biggest tasks is to accelerate the construction of an innovative country.In the period of economic transformation,Shandong Province,in response to the national call,put forward major projects to implement the conversion of old and new kinetic energy according to the actual situation of Shandong Province,and issued corresponding policies to achieve high-quality development and make Shandong an economic and cultural province.The construction of a high-quality economic province is inseparable from the help of technological innovation,while technological innovation is inseparable from financial support.To realize the perfect integration of technology and finance,and to further develop the technological finance of Shandong Province,it is necessary to conduct an in-depth study on the technological financial development status in Shandong Province.This paper firstly understands the research status of domestic and foreign scholars by combing and analyzing the domestic and foreign scientific and technological finance research and related scientific and technological finance development theories,and defines the relevant conceptual connotation of scientific and technological finance.Secondly,this paper takes the background of new and old kinetic energy conversion as the time point,and qualitatively analyzes the development status of the Shandong Province's technological finance and its main influencing factors,from the promulgation of technological financial policies,the output of technological innovation,the government 's financial technological financial expenditures and indirect financing market support,to finds the problems and deficiencies for the development of this stage.Then,combined with the main indicators of the conversion of old and new kinetic energy,innovatively join the scale of high-tech industries as an indicator of the factors influencing the technological financial development in Shandong Province,and adopt the DEA-Tobit model to the main factors influencing the technological financial development in 30 provinces in the country from 2004 to 2018 Provincial empirical comparative analysis is conducted to find the existing problems in the technological financial development process in Shandong Province at this stage,and the specific reasons and methods that affect the technological financial development in Shandong Province.The conclusions based on qualitative and quantitative analysis are as follows:(1)Government level: Shandong Province lacks a complete technological financial policy system,government financial support is still dominant,and Shandong Province lacks a complete technological financial supporting service system;(2)Financial market Level: The scale of technological loans has a greater role in promoting the Shandong Province's technological financial development,the scale of venture capital has little effect on the Shandong Province's technological financial development,and there are fewer financial market participants in investment;(3)Enterprise level: the spontaneous investment of enterprises and the scale of high-tech industries can promote the technological financial development in Shandong Province.Finally,in view of the problems and deficiencies in the technological financial development in Shandong Province,corresponding policy recommendations are proposed to promote technological financial the development and facilitate the conversion of old and new kinetic energy.
