The situation of national energy shortage is increasingly deteriorated, and electric power construction projects have been focused more and more, engineering procurement is one of the key factors which take an important role in the performance of the power construction project. The risk management in the process of procurement of the project is hard to achieve owing to all kinds of factors and its high uncertainties.This paper has recognized the external risks and the internal ones, analyzed qualitatively the reason and its source of the procurement risks, and discussed the risk factors of the engineering procurement respectively. Based on the methods of AHP and fuzzy risk assessment, according to the complexity, Hierarchy of the Electric Power construction project, and the subjectivity of the assessment, the method of fuzzy synthetic assessment is proposed, and the model of which is also constructed. A case about a certain heat electric plant is introduced to illustrated the application of the method, the risks have been recognized and analyzed, also assessed by the assessment model, furthermore, the risk prevention measures have been proposed at the end of the paper.
