With the rapid development of China’s economy, the electric power construction of China continues to expand. Power grid in China has entered into the stage of extra-high voltage, long transmission distance, high capacity and AC-DC power transmission coexisted. Because there are a lot of uncertainty factors in the procurement process of power projects, so there are many difficulties in the risk management of these projects.This paper briefly introduces the methods of risk assessment and evaluation. Then the paper analyzes the procurement process of CX Project through the WBS decomposition of procurement and the research on the procurement flow chart. Then the paper analyzes the characteristics of materials and purchasing management in CX Project and then designs a model of risk identification and evaluation on procurement in three dimensions(the preparation before procurement, the process of procurement and the work after procuremen). This model is based on WSR systems methodology. On this basis the paper identifys and elucidates risks in procurement of CX Project, then does the qualitative analysis on the cause and source of these risks and sets up the risk index system with three hierarchys of CX Project. Then the paper constructs the hierarchy structure chart of procurement risks with fuzzy analytic hierarchy process method(FAHP), sets up the risk matrix and sorts the risks, thus combines qualitative and quantitative analysis and sorts the unquantifiable risks of procurement. Then the paper grades these risks according to the importance degree of them. The work above makes the owner of the project get a comprehensive cognition of the risk in procurement and then monitor and control the risks in a scientific way. Finally, the paper analyzes the pertinence coping strategies of different risk factors and gives specific control measures on every risk factor, base on the results of the risk assessment and evaluation of CX Project.
