In the environment of the global economic recession, Chinese economics has been suffered deeply, thereby putting 80 percent small size enterprises into problems of getting loans. The way of getting loans for the enterprises is mainly from banks; yet the high risk of lending money to the small size businesses and lacking of the appropriate stimulation plans make the banking system incline to lend money to the large enterprises rather than the small ones. In order to solve the problem of raising money, the credit record problem, which bring worries to the banks, should be carefully considered.Starting from financing problem of small state-owned chemical enterprises, the paper analyses the experiences and lessons of the credit rating from China and foreign countries, therefore supplementing the present credit rating system and establishing an appropriate set of small state-owned chemical enterprise credit rating system. Based on the mode of the credit rating system, one specific medium and small state-owned enterprise is evaluated. In one word, the paper gives the enterprise advises related to the credit management and provides the sufficient evidence for financial institutions and banking system who lend the money to the businesses.As a result, three research results are forged. First, one set of the medium and small state-owned chemical enterprise credit rating system is built to solve the financial problem. Second, to establish the credit rating system, which is main point of the paper, is divided into three steps. First step is to screen the quantitative and qualitative credit indicators through the way of questionnaires and first-hand investigation of the research object. The second step is to compare the importance of the indicators through the method of questionnaire. In the final step is to use the FAHP (Fuzzy Analytic Hierarchy Process) to put the weights to each indicator. Third, according to the particular traits of the medium and small state-owned enterprise, the weight of each indicator in the rating system is rearranged, among which those of the technology and innovation indicators are heavy. Finally, the credit rating process puts the emphasis on the qualitative analysis, considering pragmatic situations of the business.
