Mining right basic on the mineral resources, guide by the market, follow rule and regulations of market, and make the resources change into capital, make technology achievement change into goods, to form it into property rights with new value. With the construction and perfection of mining right market, the operation of mining right, mining right transaction being bring into market system. Management of mining right is to be the core of the mineral management. The government plays a pivotal and crucial role in the mining right management. This paper is to aim at responsibility and position of government in mining right management, make research and investigate. This study aims to find a better model , to deal with problems ,and provide a direction for practice.This paper analyzes the responsibilities and position of the government. first of all, start from management system, including government institutions, laws , regulations and policies, analysis and discussion these items. Make clear of the position in the mining rights management, and the focus on the government functions, the relations between different departments in the government, and relations with other organization, to make out an initial overall understanding of the government's position in mining right management. And then think about the position of the government, to form an overall framework. Including the positioning of the management concept , the organizations of the management system , the relationships with other organizations, and supervision system, communication system, as well as the division of government functions at all levels of government. Strive to find a management system, which is better for the division of responsibilities , in order to achieve effective management of the Government. After a whole consideration of the position of government management of mining rights , and then make it to be implemented. For the first, to make the administrative system as a "service-oriented administrative system ", including the changes of focus in government functions; to set up a public finance system, reform administrative services organizations, and administrative service system.
