Discussion On Basic Old-age Insurance System Of Chinese Rural Migrant Workers

Along with the deepening of reform and opening up to the outside world in China during the last 30 years, rural migrant workers, as the marginalized groups in cities, have been excluded from the urban old-age security system mechanism and the rural counterpart as well, which has evidently harmed their fundamental rights and interests, greatly influenced the social harmony and stability as well as healthy development of national economy.Under the guidance of the Central policies about old-age insurance for rural migrant workers, all kinds of corresponding policies have been issued by region. In the thesis, the modes of old-age insurance policies for rural migrant workers are divided into four types, and a detailed analysis and assessment of them is made. The conclusions have been drawn that in spite of some constructive significance, many regulations in the policies are not beneficial to rural migrant workers, and the old-age insurance is not really obtainable for them.Concerning the practice of the modes of basic old-age insurance for rural migrant workers by region, the results are not satisfactory because the insuring rate is not high in common, and the insurance surrender rate can not be lowered instead, which has caused that there exists a great difficulty for the rural migrant workers' old-age insurance. The analysis of the factors of the difficulty in the thesis is given from the perspective of dualistic labor market, and it is found that the difficulty stems from the structure of the labor market with a dual binary form in China cities.Moreover, in order to overcome the defects of the institution design for the mode of basic old-age insurance for rural migrant workers and the sources having caused the difficulty of their basic old-age insurance, the policy proposals and the supporting measures to set up and improve its institution are proposed in the thesis.The innovation ideas of the thesis mainly focus on that 4 modes of basic old-age insurance for rural migrant workers including the mode of incorporating cities and towns, the mode of comprehensive insurance, the mode of operation independently and the mode of flexible selection are summarized according to the policies issued by region and after a systematic and complete sort of the different institutions of old-age insurance for rural migrant workers all over the country, and the corresponding definitions and analyses are given. However , the empirical research is not covered because the lack of the first-hand materials about the real life status for rural migrant workers and of the interviews with the staff in the corresponding administration departments in China.
